elderberry bugs

I have an outbreak of tiny black fat bugs on the stems of new shoots on my elderberry..I,m guessing some kinda sap sucking critter.
I have made up a batch of dish soap..tiny amount of nicotine (One butt) and some oil as an adherant. one plant i took outside and sprayed with bug spray..commercial crap. just to see the diff.

these plants wont go outside till around june first.. unless this endless winter persists. some are planted roots that i got off ebay and some are branch prunes that i got off another forum.
bothare doing well, other than the bugs ..

any suggestions on the bugs would be welcomed
