Mold,  not bad not good, a little is almost always happens.

Try 1.5% H2O2, or even 3%

Its fairly early for mold, espically on sand,so it will likely become worse latter unless you do something soon,  But once they become alittle over 3/8" it wont harm them.

LIBERTYNY, is incorrect about it being a fungus.

Fungi generally do not photosynthesize.

on the other hand, algae do
And since you've chosen to use sand that might have some algae spores in it OR that such spores came in as airborne contaminants
It's pretty simple to see that's what the issue is here.

it's not anything serious as they'll just be interested in living and eating light - not eating your seeds as a food source.

Don't know your protocol but generally speaking you can sterilize such things by baking them in an oven at 300ºF to kill any pathogens.
If you did indeed do this, then the algae are airborne and there's not a whole lot to do
It als means that you have some other likely contamins in there as well.

IMO, it's best to use a straight powdered peatmoss and sand mixture for cacti germination.
sterilize the stand but leave the peat (40% mix) unsterilized
It has it's own antifungal and antibacterial activity to it and has worked very well for me over the decades.
