Does this look like scales?
I'm about to clean it off then spray with neem oil. Black does come off of it. Like a mold.

I would just wipe it clean with soapy water.  That usually does the trick with small plants, and is very mild on the plant.  Then watch for any reinfestation.

Both my virdis and alba were infested. The virdis (front and center) is having a difficult time recovering.

I just fought scale off mine too. It took a couple hours of meticulously spraying each plant with a high pressure water jet from the hose, then following with a soapy water spray, but I think they're all clear now.

Nik be careful with the neem. I never use it and don't know if viridis tolerates it. I do know P. colorata and P. brachypoda react very badly to neem, a friend very nearly killed his plants with a single application. They were very young plants less than six inches tall.

Perhaps older plants would tolerate it, but again that's unknown territory.

What about sally D? Would it be safe to apply concentrated neem oil to it as well in order to ward off bugs? Also, would diomateceous earth be safe for keeping creepy crawling critters off of my preciouss plants as well?

I use neem on my viridis. Even in the small ones.
Protect the plant of direct sunlight after spray.
