Is it soft and squishy to the touch?

Often times with cuttings, they discolor below the soil line. They'll loose the green color and turn a yellowish/brown.

If you're really worried you may want to dig it up and see what it looks like below the soil. That's usually where rot starts.

Fingers crossed for you,

On second thought, that kind of looks like a mealy bug infestation.

Are there little, white, cottony looking critters all around?

Its not soft  its rough and kinda dried out. This spot was yellow/white and further under the soil at the beginning of spring when I reppot It. I don't see any bug I might have to dig it up and see how it looks.
Thank you

I get that with rooted crest cuttings where the growth point (or line) is under the soil.  It happened to me with several opuntia subulata crests and they usually just either dry out or turn black and erode a little bit on spots that are in the soil.  They have always just callused over though and kept on growing. I think it just aborts the growth points that are burried under the soil because they're being subjected to moisture and stuff like that.  That's my hypothesis.

Do you think I should dig it up and get a picture of the bottom? The tiny orange dots worry me

So I dug it up and well you see it. It looks pretty nasty but its not soft and there seems to be hollow splts were the green turns to brown.
