Title: What is growing out of this pachanoi?

I recently recieved a pedro in pretty bad condition. I'm wondering what the white wormlike growths are any input would be appreciated thanks :)

Those are roots.  ;)

It's like it's begging to be put into soil and lightly watered after a week or two.

It is growing it's roots out of the top rather then the bottom :S should I plant upside down?

They will grow roots out of any spot depending on how the cutting is positioned.  You can plant it right-side-up or sideways, but don't plant it up-side-down. It doesn't really matter too much how you do, but if you want to use the roots that are already growing you can plant it on it's side with the root buds in the soil. If you want it right-side-up just go about rooting like you usually would.
