Man I'll just send them out again compiling the adeguate form.. it should work. I mean even if it doesn't at least we know how it works. There's a form to compile that names the contents of the letter. And it's called the form no 23 lol. So i'll send out another hundred and see what happens.

The outside of the letter doesn't matter. Gift, seeds, documents, whatever, it makes no difference under Australian importation law.
They just have to be clean and "declared", which under Australian law means labeled "Capparis spinosa" like in the picture.
They will definitely pass inspection as long as they have no bugs or dirt, mould etc, and have the scientific name written on them like in the pictures.
