Uruguay (http://en.wikipedia.org/wiki/Uruguay) becomes the first country in the world to legalize (http://en.wikipedia.org/wiki/Legality_of_cannabis_in_Uruguay) the cultivation, sale, and use of cannabis (http://en.wikipedia.org/wiki/Cannabis_(drug)).
Cannabis is one of the most widely used drugs in Uruguay. Prior to its legalization, possession for personal use was not penalized, although the former law did not specify quantity for "personal amount". On 10 December 2013, Uruguay became the first country in the world to legalize the sale, cultivation, and distribution of cannabis, though it was never considered a drug in North Korea.

Fortunately attitudes are changing!
I live in a fairly liberal country were the possession or consumption is not a crime but you cannot grow it..
