Rooting powder and Seed's/Bulb's/Root's

 Has anyone ever used rooting powder (Indole-3-butyric acid 0.10%)  on seed's / Bulb's / Corm's or Root's ?

If so what were the results ?

I bought a new jar of rootone rooting powder, and read the below statment on the directions

 "General Treatment of Seeds, Bulbs, Corms and roots of ornamental plants:
 Place this product
and bulbs, corms or roots into a sealed bag or container. Shake well to deposit a light coating.
1 ΒΌ ounces of this product should treat approximately 2,800 average cuttings ."

 I have heard of people using it for all kinds of stuff besides 'rooting' but in expermential settings, Im quessing if they put it on the jar, it must at least  not be harmfull (mostly) to the seed's ?
